I’ll go out on a limb and say that this happened in California, one of a handful of states that lets people do whatever they want, and the reaction is to have no reaction, because you don’t want to upset the person committing the crime.

These lootings happen because the looters know they can get away with it. No one is going to stop them, because store policies dictate not to intervene.

Each employee should be able to sign a liability waiver if they’d like, and after they sign it that means they can intervene in a robbery. It’s not so much to stop the theft, but more to stop the actions from happening in the first place, because these criminals think they’re untouchable.
